Maybe you've been outside the States long enough to not know this, but even the police themselves will tell you: they are not here to protect us. Their job is simply to react after an incident occurs, not to protect citizens from incidents occurring. They are investigators, not protectors. Judges can issue "protective orders" barring potentially bad people from coming into contact with potential victims, such as in the case of acrimonious divorces and such. But the police have no power to actually protect the innocent until an incident occurs. By then damage is done,and at best all the police can do is try to prevent the damage from getting worse.
So the idea of the police as protector is a myth. And "coulda" and "woulda" are not justification for taking the life of anyone. I mean, I "coulda" been a serial killer, except for the fact that I chose not to follow that path. I "coulda" been a rapist, but I chose not to become one. Would that cop be justified to kill me simply because I "coulda" chosen a life of crime and "coulda" left a trail of bodies behind? I certainly hope not! The KKK lynched lots of innocent blacks over the years because they "coulda" been guilty of something. So let's not reopen that door.
