T-40, just because you may have some cops of questionable character in your town, doesn't mean that all cops everywhere are like that. Like some of the others have said, read the report from the agency that produced it, not the NY Times or national network news. When it comes to dealing with law enforcement everyone is always better off to just cooperate. By refusing to cooperate, pretty much any officer is going to be suspicious. That's just the way it is. If you get stopped for speeding, you're much more likely to get a warning or a break on the speed on the ticket if you don't flip the cop a bunch of attitude.
