Not unless you want to die. Oh I really shouldn't say that. I have known half wits who put 16.5 tires on 16 inch wheels but the only time I mistakenly tried it the tire blew off and dislocated my knee. You are thinking of using 24.5 tires which are made for 24 and 1/2 inch wheels. Your rims are 24 inch so the tires are too big. They did make a 24 inch truck tire for split rims but they would be hard to find. If you really want to do this find some 22.5 Dayton rims and weld centers in them to fit your tractor and then you would have it made.
