Big D is right, You adjust the voltage control relay( the one with small wire windings and the NC contacts) by bending the spring arm or adjusting screw to put more tension on the spring. The problem is that this is a very touchy adjustment, almost a lost art. The adjustment will change with the temperature of the regulator and if or not you have the cover on the regulator. To charge an 8V battery you need to set the regulator to 9--9 1/2V , This much voltage on a system designed for 7-1/4 volts is very hard on the generator, ign points and lights, all for not much gain in cranking power. You are much better off with a 4 pole starter and 6V or a 12V conversion. Use a lot of care and an accurate volt meter to adjust the regulator, if you get it set too high you will cook your electrical system very fast. Use care when installing or removing the regulator cover, if you short the cover or mounting screws to the relays you will ruin the regulator in an instant.Been there, done that ;-(

12-Volt Conversions for 4-Cylinder Ford 2000 & 4000 Tractors - by Tommy Duvall. After two summers of having to park my old 1964 model 4000 gas 4 cyl. on a hill just in case the 6 volt system, for whatever reason, would not crank her, I decided to try the 12 volt conversion. After some research of convert or not, I decided to go ahead, the main reason being that this tractor was a working tractor, not a show tractor (yet). I did keep everything I replaced for the day I do want to restore her to showroom condition.
