Hello Paul, The fuel return line does not effect idle at all. It only returns unused fuel to the tank. It may have some air in the system, give it a few miles/minutes and see if it changes. A weak return spring, or the absence on one, could make the engine idle erratic. Put pressure on the throttle towards the idle position and see if it changes the erratic idle. If it doesn't , it is probably the pump. Governor spring and flyweights are, and should be, in constant contact. If not, erratic engine speed will happen. My guess is that the governor idle system is worn. When pressure is applied to the mechanism inside the pump, it bumps agains something that is moving, and changing the tension inside, as if someone was playing with the throttle. One cause would be a bad/weak idle spring. Good Luck! Guido.
