First thing is to change the oil and turn the fuel valve off after every use. I am unsure of the firing order of the TO20, but its' corresponding Ford Brother the 8N is 1,2,4,3 counterclockwise. Get a manual and make sure that you have them correct. These tractors will start and run with the wrong order, but they won't have enough power (if much at all). This may have been the problem all along allowing the unburnt fuel to seep down the cylinder walls. If your float and needle are not seating correctly in the carb, these gravity fed systems are known for allowing fuel to gravity feed 'up' into the manifold and into the cylinders through the open valves. This also may have contributed to the gas in the oil. Check those 2 first and see what you find. Might be just that easy and you need clean fresh oil anyway...
