We had a new "independant" fire dept that set up and would charge $150yr/home for "fire protection". No pay, they would let it burn as they drove by.
Every Thrusday we would have a new grass fire. A grass fire in the AZ desert is just pretty hard to start but the last one burnt 15000/a. Several fires were started inbetween homes(about 5a each home).
The pay for fire protection company was "encouraged" too leave the area and no more fires in three years.
The largest forest fire in AZ was started by a "local" fireman that only was paid when there was a fire!!! He"s doing time now.
