In the United Methodist Church, the church's "apportionment" (what they pay to the district/state/national organization) is based upon the number of persons on their membership roster. So the fewer non-active members, the less the apportionment that active members have to carry. Maybe this is what is happening here. Never heard of a church jettisoning active duty military tho.
