Hello Chuck (CA), Stick welding the outside is sufficient. I would suggest that the final weld be pressure tested through the vent in the housing. Only a few PSI'S needed, and a little soap will show any leaks. There is really a lot of spalsh goimg on inside no pressure with the vent in it. Guido.
