Water will circulate thru the heater core like it is a small radiator, the thermostat only restricts water flow to the radiator, make sure the thermostat isn't open when coolant is cold. There is a thermostat bypass built in the water pump thats about five 5/15 inch diameter. We always block them in our race engines but not on street engines. Make sure the fan clutch isn't locked up, it should freewheel until running temp is reached. The heater return hose going to the radiator is some of the culprit but they come that way, mine did also. If there is a pulged outlet on the suction side of the water pump, you can move the hose to it and plug the radiator opening and it will only circulate water in the engine which will warm up more than using cold radiator water. Make sure that the water is really cold, such as cold heater hoses, if the hot air door is stuck closed you wont get heat anyway. have fun.
