you should have a battery cable running from the + post to the starter.you can hook the 10 ga. wire to the same spot on the starter and get your power for the terminal block.btw on most updraft carburators there is a screenahead of the float valve,it is under the fitting where the gas line hooks to the carb.if that screen is dirty it can cause the problem you discribed in you other post
