New Holland 8870 4wd

Hi All, I seen a 8870, 180hp 4wd, with a 24 disc plow on the back and a 14 disc on the front Hydraulic orperated, plowing cotton stubble with both disc's down at the same time. Why?
I've never seen a setup like this. Is common to the larger farms? The next odd ball was a high track crawler only pulling a 24 disc plow. Is that not way under what the crawler is capable of pulling? Soil conditions is very dry, 22% clay, rest decomposed granite, Arizona. T_Bone
