Assuming you're looking for a bolt gun, Savage is probably the best rifle for the money right now. Ruger and Remington both make decent bolt action rifles as well. If you don't care about price, then check out the new Model 70 Winchesters, which are made by FN (maker of the "Belgian Brownings") here in the US. The new Model 70 is probably the best factory bolt gun you can buy for less than a grand. However, it doesn't appear to be chambered in .223 (.22-250 and .243 are available).

Today's Featured Article - Restoration Story: Fordson Major - by Anthony West. George bought his Fordson Major from a an implement sale about 18 years ago for £200.00 (UK). There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
