You also have the issue of competing with online companies. A friend of mine in the field said it won't be long before the only thing you have outside of a central office will be an hourly paid claims adjuster that may have small incentive bonus to see the company does not pay out too much. Best chance would be in a community of older people where they still value personal service. Most younger people prefer the convenience of online if possible and usually want to skip the personal interaction. Business related insurance still requires a high amount of personal interaction if that option is there for you.
