Hi Dick, If it's a spool valve then it's probably binding within the spool bore, water frooze in the spool. Take a propane torch and heat the spool valve to warm too the touch, careful that you don't get it too hot too quick or over heat burning the seals, then try an operate the lever, if it's easyier then it's probably water and the hyrdraulic oil and filters need to be changed. If not then the spool valve needs to be rebuilt/ replaced.

Be sure and check which you have as Twopop suggested.
