Well you for sure want to run a tap in the threads and make sure the bolt holes are cleaned out.Then you want to check and see if the bolts bottom out before they get tight.It doesnt hurt to use a Rolox disc in a die grinder to clean the surface of the block down to shiny metal or a wire brush on a grinder and look for a gouged place where the head gasket blew.Might need some JB Weld if there is a gouged place.Might also look for another motor at a junk yard somewhere.
