interesting piece, i dont know if its missing anything or not, back in the "50"s and into the very early "60"s there were several manufactures builting garden tractors that looked similar to this one they were bare bones machines, no fancy tin work on them, but were better than doing the job by hand, it would be worth getting it running, and take it to some shows, sombody will recognise it there, also while your working on it you might find a manufactures name or some kind of id on it
