Low cut-in can be whatever you want. Depends on what is the lowest pressure you're willing to toletate, which is usually 15-30 PSI. High limit on submerged pumps is usually 50, submerged Jet -40, in-house shallow jet the same at 40, and piston pumps sometimes have to be set at 20-25. There is sometimes also a low-pressure shut-down set at 5 - 10 PSI. If pressure drops below that, power gets turned off and left off. Mainly there in case of a broken pipe or dried-out well.
