If the drill broke as it was breaking through the plug you may be able to drive it into the water jacket with a punch. If the plug is big enough can you drill some 1/8" holes around it, then crush it? If you get the drill out that is a long way to getting the plug out. With a 1/4" hole in it saw out towards the threads with a ground down hacksaw blade, or sawzall or some such. Once you have sawed all but the threads you can collapse it. You may need to saw in two places. Try not to cut into the threads much as it will make it moe difficult to seal when you put a new plug in.
