If this only happens upon start up , it is likely switch or connections on switch on the clutch pedal. Also, pressure has to build on start up before sentry will allow clutches to engage so if you are too fast on the clutch and throwing it in gear upon start up this can happen. I have seen several operators do this. If pto is only slow at the same time tractor won't move, then you probably have a reglated pressure problem, other wise, if pto is always slow to engage that would be a problem specific to the pto rear unit itself. Now, if tractor stop moving while driving, and sentry light comes on it is most likely the high or low clutch pack pressure switch's or sentry it self. Intermittent problems on these tractors can be hard to trace down sometimes. IH has a couple of good trouble shooting charts, one electrical and one hydraulic, and procedures to follow but it requires some one familiar with the process.
