Hey Dave, Thats what is considered caught between a rock and a hard place. Don't they consider you a farmer? Could be they (LOCAL GOVERNMENT)couldn't care less about the needs of the citizens. Makes one wonder huh? If you set tent stakes in the ground, would it be considered a permanate structure?
