I "fixed" the steering wheel on my IH A w/ PC-7 epoxy. Scrubbed off all the dead rubber w/ a green 3M scrubbie and detergent. Since it was split clear to the iron core I cooked it behind the wood stove for a few days. Packed all the splits, and roughly shaped it w/ the epoxy. When set, sand to shape and paint. Fine for "go" but not good enough for " show".
