Unless you know the engine has not been stuck long with no water down the pipe it almost always pays to pull the head and clean up the cylinders above the pistons. I then spray PB Blaster all over cylinders pistons use alot. Take your time this will keep from damaging rings.The worst thing you you can do is to put a pipe wrench or pry bar and apply lots of pressure unless you have lots of money to replace cam gears and rods etc.Also I have seen engines that the lifters were rusted and stuck not the pistons.Go slow check out everything.
