5.7 x 28 cartridge was developed by FN on speculation, trying for a new personal defense weapon for military sales. They had some variety of fully automatic carbine and a pistol. No military contracts yet AFIK. The pistol is sold commercially, for a price. The cartridge fires a 23 grain bullet at 2790 fps. That probably is the velocity out of the longer barreled carbine. It was pushed by FN as being an armor piercing round. The cartridge was developed in the 1980s and I have no idea what it would do against present day body armor.
I have picked up some empty 5.7 brass at a fireing range. It appears to be the 25 ACP round modified and lengthened considerably and necked down to 22 caliber.
