Alright then you should check both ends of each cable and make sure they arent loose or corroded on the other end.I am leaning toward something with your governor.If all it does is go wide open if thats what you mean.You might want to get a manual if you need to work on your governor.TSC, Orschelns,Farm and Home stores and International dealers should have a manual or you can find them on line,maybe on this website.Also look at your linkage to the carburetor is it moving when you move the lever?Did it come unhooked from the carburetor and have the butterfly stuck open?Also I have had those battery cables that you get at auto parts stores that are made in China be corroded up inside of where the end goes on and you cant see it.It will get worse and worse and make you think all kinds of things are wrong but finally no current will go through it at all.You can hook jumper cables to the starter directly,but it sounds kind of like yours is turning over and wont start?Or did you mean it tries to turn over and cant?If you have starting fluid you might give it a very small snort at the inlet of the carburetor for air while cranking to see if its a gas problem.If it hits on staring fluid your fuel line is probably full of rust or something or you have got a slug of water in it.Maybe you have more than one problem.
