Sounds like the trans and engine are just fine to me if you are looking at a powershift. I have a 1070, 970 and 2094. They all surge when you step on the inching pedal ( what you call a clutch). Whine in reverse is typical. You cannot leave the powershift in reverse when doing stationary pto work. Don't think I would pay more than 6 a good one. Those 451 engines have excellent low end torque.
