In defense of the business owners, you simply can't monitor your rest rooms constantly...and there are a lot of customers who are slobs. Having said that, I've seen convenience stores that have little checksheets that say their restrooms are checked/cleaned every hour, and I have to call "bull$hit!" Apparently a lot of c-store employees find it easier to check and initial the checksheet than to actually clean the rest room, refill the TP/towel/soap dispensers, and wipe off the sink/wall/counter.
The local KFC restaurant, which has since torn down the olf building and rebuilt, used to have one rest room with no working hot water. When health inspectors would inspect the place and write them up for "no hot water in ladies rest room," they'd just change the MENS and LADIES signs, and when the inspector returned to see that ciolations had been "corrected," they'd find working hot water in the ladies rest room...the "problem" had been "corrected" in the eyes of the inspector, and business would continue as usual, until the next inspection would discover "no hot water in mens rest room."
