That hole is not for a spring. it is for a piece of lock wire that goes through the rocker bolt also with a tag on it to tell whether or not the fuel settings have been tampered with. Have you tried starting it with the rack under the valve cover in the fuel on position? Does the rack move freely? When not using ether, does it smoke when cranking? With rack in a mid point in travel does turning the key off move it to the off position? From your brief description it sounds like a problem inside the governor with the linkage. Do be careful as the fuel system is much like a 2 cycle Detroit and can run away or seem like it when the rack sticks.
