If it starts in foward then just replace it. It's likely to be a an electric unit. It could just be a sensor within the unit that isn't letting it know that it's in foward gear. Possibly the same sensor that it uses to let it know it's in neutral and it's safe to start. It would also be a wire running down the shaft but unlikely. It could be a mechanical linkage even with the described startng problem. Could be a sensor that is used with the mechanical linkage but I just doubt it. It's possible that they have two sensors so the computer knows if it's in foward or reverse and when it's receiving no signal it will start. On messicks(link below) they show it as a mechanical linkage but make no mention of whether it's the hydraulic shuttle or mechanical shuttle. Either way take it off (the cover) and find out. It chould also say hydraulic shuttle on the side of the hood.
