I had almost the exact same thing happen to me in Germany. Had a small 11 tree apple orchard on a smaller parcel. We used to pick it good. Once we were done the townspeople knew that they could go after what was left.
One year a unknown person was keeping people away from the property. One of the townspeople knew something was not right. As we were not around, she called the cops. Long story short he was unknown to us and was looking to collect the apples for cider to sell. Well he ended up having charges brought up against him just for such. We had to do nothing. Not sure if the baton was used though, but Dave2 is correct, it will hit you like 5 or 6 times.
Different class of police in Germany. Seems they work for the people.
