Having the starter "tested" mean nothing. Unless it is tested under a severe load, you can't tell much about it. Replace the bendix. My guess is the cables and battery. Bargin 6 volt batteries have a much lower amperage rating than a quality battery. If you don't install the best 6 volt battery you can get then you have wasted your money. The cables used with 6 volt systems are much heavier than those used with 12 volt systems. Make sure you have HEAVEY cables because the 6 volt system depends on the amperage to do the work where as a 12 volt system depends on the voltage to do the work. Amperage requires larger cables to prevent overheating and power loss.
