Bill, Check the width of the legs on the float. If the float legs are bent out even slightly, they touch the sides of the carb bowl. This will keep the float from rising and (in turn) closing the needle valve. My brother's Super M had a similar problem and that turned out to be the cause. Make sure to follow the service manual on the height of float. If you find that the float can move freely and is set to the proper level and the problem persists, I"d check the quality of the new float and the new needle valve.
