No fuel pump...gravity feed of fuel? Then it's still the carb...needle and seat or the float...pull the float and see if gas logged..if it is brass, shake it to see if it has gas in it. If it is foam...throw it away and get a new one. If it has a fuel pump...maybe it has too much pressure..that one, I can't help.
