Don't know the shape of your tank but I have had success with the following method. The tank was removed and the fuel sender removed. Make plugs for any openings in the tank, but before all openings are blocked drop in about two feet of 3/8 black chain and some hot soapy water. This is the tricky part; I jury rigged a setup to mount the tank to my cement mixer and tumbled the whole works for 1/2 hour or so. The tank was then flushed with very hot water until all the bad stuff was out of the tank. Once dry you can buy a pour in coating to protect the metal. The angle of the mixer drum can be adjusted during this process to ensure the chain tumbles the entire tank surface. PS. Don't do this early Sunday morning or you may wake the neighbors.
