Though I'm partial, I believe that the Ford 8xx, 8x1 and four cylinder 4000 tractors (especially the 860/861 live PTO versions) are one of the very best early utility tractors made. Parts are vailable everywhere at a reasonable price. This is not true of the Oliver and International models that you mention.
Another very good small utility tractor that you might wish to consider is the MF 135. These too are highly regarded, especially the diesel versions, and are available with power steering.
Check the power steering for leaks and proper operation when hot on both Ford 8x1 and MF 135 models.
