My experance is the little machines are to light to do anything but move loose stone or dirt around on flat ground. I have a Gehl 4400 with a 44hp 4cyl ford engine (same used in the Ford hundred series tractors). Weigh's in around 4000lbs and is about the minimum for doing any digging or heavy moving. My buddy has a smaller machine with the Wisconsin engine 25-30hp. I think it's a old Ford labeled machine. Looks a lot like the 3000 series Gehls. Not sure who made it but it will not do half what mine will.
While I do not know about the HL 3030, the numbers you quoted sound high. My 4400 tips out around 1600lb in the bucket, buddy's ford is closer to 1000lbs in the bucket. Guess it comes down to where your picking it up from. I can get a ton+ off the ground and move it if I use a chain and lift it behind the bucket.
I do know he had has several issues with the Wisconsin engine. Runs rich and we can't seem to get it right. Its either rich or will not run. The dist keeps comming loose. It has 4 screws that hold it in place, 2 seem to stay ok but the other 2 will loosen up within a few weeks. Tried various fixes but have resorted to checking them often. It runs good but lacks staying power. I stall it out quite frequently cleaning stalls, but that may be me just use to the bigger machine.
BTW if it is like my buddies with a gas pedal and a brake pedal, make sure the brakes work good. I rolled right back into the side of my truck after stalling it out on a hill because his brakes didn't work.
