The way I do it and I do a lot of them is this. I fill the cylinders with ATF and walk away from it. Leave it sit that way for a week or more. Always put the plugs back in to keep dirt etc out. Now for a question or 2 is this engine in a tractor?? If it isn't then it will be harder to free up because it is not mounted solid to some thing. If it has the flywheel on it then you can use a bolt and pry bar to see if you can move it. When I have one like this I try to move it back wards so that it backs off of what has it stuck or at least in theory it does. And yes while you wait you can put the valve cover and see if the valves are stuck
