The flight in question originated in Amsterdam...that's in The Netherlands...also known as Holland...which is in Europe. IOW, it's NOT in the United States; it's an entire country of its own, and not subject to US laws or law enforcement agencies.
The FBI has ZERO jurisdiction there, unless it is granted by the country in question. The FBI only has jurisdiction in the United States. NOT mexico, NOT Canada, and certainly NOT in any country in Europe...unless that country CHOOSES to grant them jurisdiction, and that's generally done on a case-by-case basis...and rarely.
