Originally these graders were pulled by horses, that's why the long pole. My father who passed away at 87 years of age last year pulled one of these graders with horses to work our dirt roads in the township we lived in. They usually used 2 teams on them as they were quite hard to pull. The drivers fo the teams walked and the person running the grader did in fact ride on the back to operate the controls of the blade. I don't remember what years he did it but a long time ago.
