First off I am assuming it is a letter series tractor. Newer ones with modern hydrualics might have a little more value.
I paid $100. for my first MM. A UTU LP. Keep in mind the tires are worth more than the tractor in most cases of a old stuck tractor sitting in a fencerow.
If the tractor looks like a neighborhood eyesore, you can start that low. Odds are ,for me atleast, the owners won"t sell it claiming sentimental value or claiming that they are going to restore it some day. While they wait to [not] restore it they will let it sit on flat tires for years until the perfectly usable tires are rotted off.
If you can approach them telling them how you will restore this tractor and they can come visit it when it is done sometimes the owners will realize that they will never get it restored and sell it.
Short answer: If tires are bad, start really low.
