You actually allow cell phone use in the work area? I banned the use of them on the production floors on my shift unless it was a bonafied emergency. Breaks and lunch no problem. Full time employees will receive progressive disciplinary action upto and including termination of employment. Temporary people are ordered to leave. In as much as they are not paid to gab on the phone or text, if they are not paying attention to what they are doing serious production errors occur and even more serious safety issues arise. Wasn't long before the other shifts followed suit on this. And yes more than a few temporary employees got a re-affirmation of why they are temporary.
