In a word NO. But others might be a lot more knowledgable. However, with a similar problem one time I removed the head, Found a good thick spot, drilled, then tapped in threads for a brass compression relief, similar to that used on John Deere. It made the head look a bit different, but it sure aided pulling on that rope.
One one of my Briggs & Stratton engines there is a compression relief leaver inside the valve cover,,that sort of cams the exhaust valve open a little way. As soon as the engine starts, it pops shut. With a bit of time and effort it would probably be possible to fabricate a similar device for your engine.
However,,I have found that if you have everything correct, carb, spark, compression,,,it is a rare engine that will not start right off,,once you know it's personality. On the same topic: With a lot of engines around, that only get used once in a while it is very easy to forget what the "secret" is to getting it to start quickly. Thus, once you figure out the exact procedure, type it up and leave it with that engine as a reminder so that you are not at a show trying to figure out if this is the engine that takes only a hint of choke,,,or the full monte. Good luck in 2010 Harvey
