Its going to be tough to get a recommended model with so many to choose from. Any time you're dealing with a used tractor it helps if you have some mechanical skills so you can tell if a tractor is in need of help before you buy it and have to sink a lot of extra money into it. Even tractors made in the 70's and 80's may be due for extensive rebuilding. I'd say a 30-40 horsepower tractor made in the 60's would be a good choice. In general the newer the tractor the more it costs. As far as keeping it inside, its always best to keep in covered from the weather. If you have to leave it outside, you need to keep rain out of the exhaust. Most seats tend to go bad with repeatedly getting wet and weather will eventually ruin the looks.
