Likely a bad brake band if there's no 'power' on the shaft. Ofcourse, 'likely' can be a big word. It would be wise to tap into the clutch supply circuit at the bottom of the pump and take a pressure reading. It should make 160-180 psi at a fast idle with warm oil (operating temperature). Check with the PTO engaged, then disengaged, then with the Dual Power in low, then high... and if it's got FWD, check that engaged/disengaged as well. Check ALL possible combinations so you make sure there's no leaks. It'll probably be OK... as I think it's the band anyway, but CHECK. Probably the easiest way to change the brake band is by removing the lift cover, not that it's overly easy...
