My daughters 99 Olds Cutlass wiperblades come on by themselves. won't shut off unless you remove the fuse. Is the control on the steering column bad, or does it have a circuit board in the wiper motor causing trouble? Thanks...

There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
