Farmall H Model (carb?)

I purchased a 1942 Farmall H last year. It has been well maintained. I have a problem that is puzzling me. I have to put the choke on, fire it up, turn choke off, and it fires up. When this happens, gas flows down the carb where I have to take exhaust clamp hose off to let gas out. When I drive it for any length of time, and turn it off, it is flooded. I have to release gas from hose, and wait before I can fire it up again. The tractor has slowly ran worse with each experience. I took the carb apart, and checked it throughly. I blew it out, but it was clean. This baffles me. I would appreciate some help, as I want to use it to mow my field in the next upcoming months. Thanks for your help.
