You are mistaken about the cloud over Tawain. They don't want to nuke a place they already own. HOWEVER....the thought of a nuke over NYC or DC seems to appeal to them. They would regret the loss of millions of "organ donors" and the resulting loss of income from the donated organs...but a small price to pay for getting the rest of the USA under their rule.
