Sounds like a good way to reduce load on the motor / pump. years ago I had a crankshaft driven pump on a front end loader that really helped cold starting. It was an aluminum vane type pump, with some sort of mechinism to keep the vanes retracted so they could not pump until I reved the engine above 500 or so rpm. once I exceded that rpm, the vanes would fly out and the pump start buzzing like a normal hydraulic pump in cold weather. I seem to remember it being Gresen brand, and really thought it was a good setup.
