My wife talked to one of the bigshots at UPS about it. It's not just rural. They have a cheap shipping method called "UPS General". It's cheaper than UPS Ground. There will be a PT in the shipping code on the label. Postal Transfer. It's up to the shipper what they want to pay for shipping. Our UPS driver said he had a woman right here in town that has medical supplies sent to her for her husband. Even though she's right in town,and he has other packages for her now and then,THOSE packages HAVE to go to the post office because they have the PT in the code. She then has to leave her husband at home alone,get in the car and drive to the post office. It's all because the company that is SHIPPING the packages to her is saving money on shipping.
