Use ONLY CNH 134D or equivalent oil in the hydraulic system in your 860, NEVER GL-1 Trans/hydraulic fluid. FYI, you can use the same oil in the transmission and differential as well.
IF you have the proper oil in the sump and no water, the slow response after startup is most likely due to loss of pump prime or a sticking unloader valve.
